London Underground Contract QUENSH (Quality, Environmental, Safety and Health) Conditions
Purpose The purpose of the Contract QUENSH (Quality, Environmental, Safety and Health) Conditions is to ensure that all goods and services are procured and contracts managed in a safe and environmentally sensitive manner to an acceptable standard of workmanship.
Objective The principal objective of Contract QUENSH Conditions is the control of risk down the supply chain for contracted work on London Underground Limited (LUL) Premises. QUENSH enables the Designated Employer’s Representative (DER) to identify against a particular package of work what risks need to be considered when the work is being carried out. The relevant requirements of QUENSH can then be identified and applied to the contract to mitigate any risks identified.
A further objective of the Contract QUENSH Conditions is to provide an efficient and effective means of producing conditions for contracts that ensure compliance with LUL standards. To this end, QUENSH signposts relevant LUL standards, which govern the health, safety and environmental risks, associated with particular types of work. QUENSH is a supplier facing document which will enable LUL, PFIs (Private Finance Initiative) and Infracos (Infrastructure Companies, i.e. Metronet Rail BCV, Metronet Rail SSL and Tube Lines) to appropriately cascade all LUL’s requirements down the supply chain to ensure that our risks and controls are properly understood, and appropriately embedded in Health, Safety and Environmental Plans, method statements and working arrangements.
QUENSH is not applied to the relationship between LUL and Infracos which is governed by the PPP Contract, contractual safety cases and compliance with all Category 1 Standards.
Scope Works on LUL Premises QUENSH applies to every contract for any works on LUL Premises. The DER determines what conditions are selected on the basis of risk.
